Inside the small waiting room of a large government office in New Delhi, India, the film follows the receptionists receiving the arriving public as they navigate the labrynthian bureaucracy beyond. As files, food, chai, sweets, and gossip circulate between people, an intimate portrait of the state emerges. It raises a deeper moral question: What is the state’s duty of care?
